Schools must build systems that align instruction with the science of reading across grades and tiers: general education (Tier 1), targeted small groups (Tier 2), and intensified instruction (Tier 3). Misaligned approaches cause student confusion and waste instructional time. MTSS provides a framework to collect and review data on the district’s instructional and intervention effectiveness.
